Is referral marketing really "set and forget"?

Largely, yes — but with one important caveat.
Once your referral program is set up, the tracking, qualification, and reward issuance could all happen automatically. You don't need to manually check who referred whom or send reward payments by hand. In that sense, it is genuinely automated.
The part that isn't passive is promotion. Your program only generates referrals when your customers know it exists and are regularly reminded to participate.
